Lt. Gen. Michael Guetlein, as head of SSC, has enormous responsibility for space acquisition programs, but lacks direct financial control.
Frank Calvelli says he will use the congressionally mandated Space Acquisition Council to herd the various Space Force acquisition cats.
The member agencies of the Program Integration Council now are all "cross-cleared" so they can share information about their planned space acquisitions, said Lt. Gen. Michael Guetlein, head of Space Systems Command.
Space RCO is currently managing 13 classified programs, with another about to be initiated, said Director Mike Roberts.
"Clearly, this is not what Congress intended," one former senior DoD official notes.
The question about who ultimately will be in charge of making decisions about what the Space Force buys will now fall to the incoming Air Force secretary, DoD Secretary Lloyd Austin and the Biden White House.
Space Systems Command will allow "competition between disruptors and prototypers and more traditional acquisition organizations" within the Space Force, says Gen. Jay Raymond.
"There is history; there is legacy; there is politics; there is money -- obstacles that we're going to have to overcome to do this," says SMC head Gen. 'JT' Thompson.
The Space Development Agency "could easily die away without anybody missing it," said former Air Force Secretary Heather Wilson.
Raymond said that DoD, the Space Force and the Air Force are still in the planning stages for the acquisition field command, and "are evaluating just what's the right way to do this to enable the strengths of SDA, and others like Space Rapid Capabilities Office, and the Air Force Rapid Capabilities Office."
Air Force Secretary Barbara Barrett's report to Congress on future space acquisition will include a plan to reform the way JROC sets requirements.
Part of the new missile warning satellite architecture will be plans for integrating commercial and allied capabilities, explains Shawn Barnes.
