Because they’re concepts of operation and not programs, multi-domain operations and Joint All Domain Command and Control (JADC2) have been viewed as all things to all people and expected to solve all problems. Viewed that way, they’re more akin to the Collatz Conjecture — a supposedly simple math problem that nobody can solve — than to a normal DoD procurement program.
The question now becomes: what are the right solutions and technologies needed to achieve multi-domain operations and enable it through JADC2. This Spotlight feature attempts to answer that question through the lens of the Great Power competition, examining strengths and weaknesses, the importance of both sensor-to-shooter targeting and command and control, and the role that unmanned systems will play in multi-domain operations.
