House Armed Services Seapower Subcommittee Chairman Rep. Todd Akin sent this letter to Defense Secretary Leon Panetta back in March, imploring the Pentagon to turn in its 30-year shipbuilding plan so Congress could actually consult it during budget deliberations. The plan finally arrived the day before Rep. Akin’s scheduled hearing. Akin clearly wasn’t satisfied: On Wednesday, he will introduce an amendment to the HASC mark-up of the defense spending bill that demands the Navy produce the plan on time or lose access to a small but sensitive spending account.
