The nominations follows Adm. Lisa Franchetti's removal from her post as the 33rd CNO more than two years earlier than planned.
The Navy has never gone this long without a fully empowered chief of naval operations. Former officials and analysts say the consequences of that are stacking up by the day.

Prioritizing investments in the Navy’s bases and facilities is part of the CNO’s recently published "Navigation Plan" and associated "Project 33," a targeted effort at preparing the service for a conflict with China over Taiwan in 2027.
“We can’t continue to do things the way we have been. We can’t just work harder or try harder at the processes that we have so far,” Vice Adm. Brendan McLane told reporters.
The time left for the US Navy to prepare for a conflict with China is deceivingly short.
Ship counts were clearly on the mind of US Navy officials this year as they made numerous plays to bolster the fleet in novel ways.
The decision follows a similar one last year to extend the service life of the Arleigh Burke (DDG-51).
Navy chief Adm. Lisa Franchetti said the service made at least one change to a weapon system following a deployed sailor's suggestion.
"Adding a second submarine would require the Department to reduce the Next Generation Fighter program by $400 million, making the fighter program unexecutable and degrading the Navy's ability to field next generation aircraft capabilities required in the 2033 to 2037 timeframe,” Defense Secretary Lloyd Austin said.
