Space Force, Services Struggle To Define Mission Boundaries

Given "aggressive and warlike actions, threatening actions, by space competitors, it's important for us to have an entity that is focused entirely on space defense, and space capability," said Air Force Secretary Barbara Barrett of the new Space Force.
"In space, particularly, we've got to have a model that is very different than the one we used the last century," Roper summed up. "We're going to need to evaluate companies that have the potential to commercialize successfully as a delineator of who we partner with."

DoD officials are extremely aware, almost to the point of paranoia, that even discussing the issue of NRO potentially being subsumed by the Space Force is playing with fire.
The "Agility Prime" event next week will kick off with speeches by Air Force Secretary Barbara Barrett, Chief of Staff Gen. David Goldfein, Transportation Secretary Elaine Chao, and Air Force acquisition head Will Roper.
"[T]he way that the Air Force and now Space Force put their budget submissions into Congress, it puts all of the programs into individual program elements," Roper said, "and that's like locking [each] program into a little financial prison."
Air Force Secretary Barbara Barrett's report to Congress on future space acquisition will include a plan to reform the way JROC sets requirements.
"As the stand-up of the Space Force continues, additional space missions may be identified for transfer," says Air Force spokesman Maj. William Russell.
The Air Force's global air mobility operations -- in support of the other services to deliver spare parts, as well as helping the Department of Health and Human Services cope with the Coronavirus pandemic by delivering test kits -- continue. says Chief of Staff Gen. David Goldfein.
The real challenge for small, innovative companies, says Anduril's Chris Brose said, is "the scaling challenge, and the bridge across the valley of death."
"There are some places that will have some interesting dialogue," says Shawn Barnes, the Air Force's point person on working out future space acquisition authorities under the Space Force.
Lawmakers on both sides of Capitol Hill are keeping an eagle eye out for spending creep in the Space Force budget. The Air Force has asked for a total of $15.3 billion in 2021 for the Space Force, and listed another $1 billion in unfunded requirements for the new service.
Pressed by Democratic Sen. Jeanne Shaheen on when the KC-46 will be fully ready, Goldfein said the service is in final negotiations with Boeing about a "serious fix" for the Remote Visual System that currently has a dangerous blind spot when monitoring the boom during refueling.
