The directive officially codifies the responsibilities of the Space Force, Space Command and the assistant secretary for space policy, as well as formalizing the "tenets" of responsible behavior for the military laid out by Secretary Lloyd Austin in a memo last year.
Gen. Jay Raymond, Space Force chief, stressed that the new digital vision applies not just to service acquisition, but to everything the newest military service does, with a bottom-line goal of speeding decision-making.
Balancing security and access to data are critical to providing users with trustworthy, reliable data for real-time decisions.
"I want to be able to identify what [the threat] is, I want to be able to attribute it to whomever is the adversary that's taken that shot, as an example, and then, I've got to be able to share that information," says Maj. Gen. Leah Lauderback, who heads the ISR Directorate.
Instead of focusing on the pressing need to shore up vulnerabilities in current and near-term space capabilities, says one critic, Space Force and SPACECOM are "all off trying to train for how they're going to go fight a space war."
"As a new service, we have an opportunity here to really establish ourselves in a new way -- leveraging digital technologies, and leveraging digital processes and practices in a new way," says Maj. Gen. Kim Crider, Space Force acting chief technology innovation officer.
"I think Space Force and its advocates hoped that they'd have a radically new approach to budgeting and acquisition," CSIS's Mark Cancian says, but Congress is unlikely to agree.
