The defense contractor is also making a play to dislodge Northrop Grumman as the supplier for US Air Force F-16 EW kits.
The deal will see 14 new planes go to Canada and three to Germany.
The FY23 total marked a 55 percent hike in weapon sales and deliveries to foreign countries over the previous year.
If the US cuts aid, Egyptian authorities may have to either attempt to assuage the human rights concerns — or look elsewhere for some or all of the $1.3 billion in annual military funding it currently receives from Washington.
"We've heard fairly regularly from partners and allies that FMS can be a pain point for them," said Deputy Under Secretary of Defense for Policy Sasha Baker.
"Countries that have heretofore relied on Russian equipment are going to find it very difficult to get even basic supplies coming through because of this weakened defense industrial base. So it is an opportunity," said Cara Abercrombie, deputy assistant to the president and the White House’s coordinator for defense policy and arms control.
Formal country-to-country negotiations are expected to begin in the coming weeks, a Lockheed rep said.
James Hursch, a Pentagon civilian with decades of security cooperation experience under his belt, has taken over the Pentagon's foreign arms sale office.
The deal includes 12 King Stallions with options for an additional six in the future.
The first F-16 produced in Greenville, S.C., won't be ready to begin flying until late 2022, said Greg Ulmer, Lockheed's vice president of aeronautics.
"The world is opening up again, and that means there will be a surge in post-pandemic demand for military systems, likely driven by the Persian Gulf region," said defense consultant Loren Thompson.
DSCA also is looking at ways to better advertise options like third-party transfers to potential foreign buyers, says Air Force FMS specialist Col. Anthony Walker.
"This is well beyond my pay grade now," said Brig. Gen. Brian Bruckbauer, director of the Air Force Security Assistance and Cooperation Directorate.
