As the Space Force approaches its sixth birthday, there needs to be an assessment of "gaps and seams" between it and its sister services, said retired USAF Col. Jennifer Reeves, who authored the paper.
The document argues that the US needs to establish space superiority as a precondition for winning a war, and explains that the Space Force does that by exercising "space control."
The interview signalled a rapprochement between Saltzman and the institute, following his Feb. 20 ban on engagement with Mitchell by Space Force personnel.
Space Force leaders are sharpening their rhetorical swords regarding the service's need to build space warfighting chops.
"You are warfighters, whether you carry a gun or not," Chief of Space Operations Gen. Chance Saltzman told Guardians on Dec. 10. "You are trained and expected to carry out offensive and defensive actions against military forces of other countries."

A recent memo, obtained by Breaking Defense, has raised concerns that inconsistencies with both joint doctrine and DoD budget organization could create confusion within combatant commands and Congress.
Gen. Stephen Whiting revealed that the command has just submitted to the Joint Force its FY27 "integrated priorities list" — an annual compendium of requirements put together by each combatant command to "inform the services and defense agencies of our warfighting needs as they prepare their budget and acquisition plans."
The BRIDGES project is Scout's first with DARPA, but the company's SDA-related software and hardware — including its "plug and play" optical sensor packages designed as hosted payloads — already have caught the eye of Space Force officials.

Chance Saltzman in a memo obtained by Breaking Defense.
In a "Commander's Note" dated March 3, obtained by Breaking Defense, Saltzman argues that the need for space superiority in the face of adversary threats is a key reason the Space Force was created.
