WASHINGTON: It looks like the scum of scandals that’s afflicted the Air Force nuclear program has spread to the Navy — although top admirals took pains today to emphasize how different the two problems are.

In both cases, military personnel cheated on exams to requalify so they could continue to work with nuclear materials. The Air Force has suspended 92 commissioned officers who served in nuclear missile silos at Malmstrom Air Force Base in Montana. The Navy did not give a number of individuals under investigation — “I was made aware of this incident yesterday,” Adm. John Richardson, director of the Naval Nuclear Propulsion Program, told reporters this afternoon, “we’re just getting started.” But the Navy’s cheating case involves senior non-commissioned officers serving as instructors at the Navy’s school for nuclear reactor operators in Charleston, South Carolina. Nukes are nasty however you package them, but a nuclear reactor is less dangerous than a nuclear missile, if only because it isn’t designed to explode.

Regardless of how much the two service’s experiences may differ, the fact remains that this provides more evidence of what appear to be serious problems in some elements of America’s nuclear forces. While the Air Force’s failings involved those who would fire nuclear weapons and the Navy involves those who deal with reactors, they both involve personnel with intimate knowledge of and access to nuclear materials.

A source with detailed knowledge of the Navy’s nuclear submarine force noted that all reactor and weapons experts are issued Q clearances, although need-to-know restrictions mean that a reactor expert is unlikely to have the detailed knowledge about a warhead that a weapons officer would.

The Navy scandal probably means Defense Secretary Chuck Hagel will feel compelled to widen the search across the nuclear enterprise — both weapons and reactors — for problems and ways to fix them as the review he ordered gathers steam. The Navy scandal comes at a particularly bad time as many in the Pentagon — including, privately, some Air Force officers — were talking of the Navy as a model for Air Force reforms. This will raise doubts about that course of action.

The source with nuclear experience recommended that Defense Secretary Chuck Hagel order his nuclear review team to cast their nets wide, given the nuke force’s tradition of “circling the wagons.” As did Air Force Secretary Deborah Lee James, the nuclear source pointed to the military’s culture of zero defects as a likely cause of the scandals.

How seriously the Navy is taking this was shown by the presence of the Chief of Naval Operations, Adm. Jonathan Greenert, next to Adm. Richardson. Greenert is a bubblehead, as nuclear submariners are known. “We will remain vigilant. We will continue to drive home to our people the importance of integrity,” he said. “It is the foundation, at sea, in port, and certainly in this program.”

What’s more, the admirals emphasized, they found out about the problem because a sailor who was asked to participate in the cheating ring reported on it instead. (The details weren’t clear but presumably he or she was offered test answers). That’s another contrast with the Air Force — though the admirals didn’t say it aloud — because that cheating scandal was only discovered by accident during an investigation of drug use at the nuclear silos.

The Air Force’s problems prompted Defense Secretary Chuck Hagel to order a two-pronged review of the entire nuclear enterprise, but that review was not what caught the Navy’s cheaters. “This did not come forward as a consequence of that,” Richardson said. “This was a sailor who has been fully trained from the moment he enters boot camp that integrity is a foundation of our Navy’s operations.”

“What motivated the sailor to come forward?” said Richardson. “We have a steady drumbeat in the Navy, and particularly in the Navy nuclear propulsion program, that stresses the importance of integrity.”

“We generally are pretty forceful about holding people accountability,” he added. “Our history is, if you’re caught in an integrity violation you’re removed from the [nuclear] program and, generally, out of the Navy.”

The admirals also emphasized the Navy’s three-layered certification process in which no one test was as crucial for promotion as the ones the Air Force officers felt compelled to cheat on. “Our exam program is different than the one you’ve mentioned for the Air Force,” Richardson said in reply to one reporter. The personnel who operate naval reactors on aircraft carriers and submarines (no other vessel currently has them) must pass a written test, an oral exam, and a hands-on practical exam in which they stand a watch under careful supervision. They also have to do this repeatedly throughout their career. The instructors under investigation would have gone through this three-step evaluation at least three times:

  1. when they were students themselves, qualifying to work on reactors in general;
  2. on their first fleet assignment to an actual sub or ship, to certify their ability to handle that vessel’s particular reactor;
  3. and on their arrival at the school to serve as instructors, to certify them on the school’s two training reactors.

Both those school reactors, by the way, are now shut down until Richardson and Navy investigators are satisfied everything is safe. Expect the Navy to hold commanders responsible. It’s how the service maintains and encourages accountably. Our nuclear expert said there’s been a spike in the number of people who have had clearances stripped since the Navy Yard shootings last year. Given that, expect most of those found to have cheated to lose their clearances and, probably, their careers in the Navy.

          Were you a nuc operator? If so, you would know this cheating stuff was not tolerated in nuc power school or the prototype. We lost a lot of great operators because the academics was too difficult. They still had their honor because they didn’t cheat. They just didn’t make the grade.

The root causes: lack of funding, DoD officials chosen for their left-wing credentials. Even the notorious Kelly Flinn of the USAF detailed in her book how insensitive Clinton’s Air Force secy was to the men/women in uniform.

      Carter was, believe it or not, former Navy Nuclear in his military career. When Three Mile Island occurred he personally went there, as President, and surveyed the problem asking questions of the experts of nuclear power that demanded precise answers because he possessed extensive knowledge of nuclear reactors and physics. Not many people seem to know this, and Carter did not ‘showboat’ these facts to the press or public. No one was killed, and Three Mile Island was diffused. I voted for Jimmy Carter, I had just turned 18, on the heels of the glorious Nixon. Nixon who prolonged the Viet Nam war, invaded Cambodia, then pulled-out of Nam to fulfill a campaign promise as a hold-card to win re-election. Democratic presidents are more inclined to use the military for what it was designed for: national defense. Republican presidents use the military as an extended arm of their political agenda:massive awards to civilian contractors to perpetuate the ‘business’ of war, at the expense of the American taxpayer; the creation of threat, Iran, whom we relieved of a ruthless dictator, then destabilized the region which creates more conflict (we’ve done very little for the Iraqi people who first welcomed us, now hate us); all based on the lie that Saddam was responsible for 9/11 (Bu$h). Halliburton (Cheney), Blackwater (hired thugs). Why are the American military’s duties now farmed-out to private contractors that give a rat’s-ass about American image, responsibility, legality? $$$.             The VA is a sick mess. I suffered a stroke and was turned away. I self treated and largely recovered. It was two weeks before I was granted a visit to see a doc and another month before the MRI revealed I had suffered a stroke. I continue to fight the effects of that stroke that could have been treated if I were allowed to visit a real hospital.

          If you are not familiar with the Constitution, which specifically delineates the Chain of Command for the Armed Forces of the United States, it specifically provides for CIVILIAN Leadership of the Armed Forces through the President as their Commander in Chief. Of course, anything other than the Second Amendment is probably rubbish as far as you are concerned.

Let me the first to tell you this The First Progressive Pres Teddy Roosevelt gave us his White Fleet , Woodrow Wilson another progressive entered us into WW1 . The first Socialist Pres FDR put us into WW 2 and with the might of military contracts we became a Military world power . Under JFK and LBJ they sent us to Vietnam and Johnson wife made tons of money off military contracts and Bell corp was another interest that LBJ had interest in also . All threw the 30′s up until the mid 60 ‘s democrats controlled the house and senate and gave us the Military industrial machine. Only one republican president has sent us into a war since the turn of the 20th century and that was another Progressive named George Bush he was no conservative .I can not tell the difference between him and Obama the only difference is Obama likes to spend it faster the GB did and 4 times the rate . The Progressives over the past 30 years have done damage to the military and weaken it. So cry me a river son . I have served and people like you are allowed to speak freely due to my bothers who paid a price and sacrificed their lives for people like you. The military is an all volunteer of men and women who believe they have a duty to serve. If you believe in these core values you will live a good life God Family Country . Good luck and wake up

        Hmm. Interesting facts. I find some of them debatable. Former Presidents Carter and Clinton reduced the size of the military that weakened national defense. None of them secured borders. It appears President Obama is reducing not only the morale of the armed forces, but is redesigning it and reducing it without building our economy so the multitude of veterans along with civilians can find jobs which weakens us from the inside out. If he wants a new beginning, secure the borders, build the economy and make us independent from foreign oil. This will allow the citizenry to be more independent, more secure in the social order, and reduce tempers (note: I am being hopeful.)

        It’s true Carter was approved for the nuc submarine program by Rickover, however did you also know he failed, to qualify for command? It’s a fact. He didn’t even make it past his Department Head tour.

        As for all the wingnuts squawking about the military and politics, politicians have been screwing up the military for decades. JFK with the Bay of Pigs, Nixon with the VietNamese (Paris Peace Accord), and the more recent debacle of the benefits denial of the deceased service personnel.

        Republican or Democrat, no one party has the title on stupidity, or lack of integrity. Republicans with Watergate, Iran/Contra, and Dems walking off the hill in support of adultery and lies, with the latest insult to the general intelligence Fast/Furious, IRS, Benghazi, and “If you like your health plan/doctor, you can keep them”.

        Back on the point of interest, the major difference is the Navy person who refused the deal had integrity and gumption to report it to senior authority and the Air Force was discovered through suspicion and investigation. Big difference there. Someone did something because it was the right thing to do.

        On the Fox news/liberal media comment above. I’m not a huge fan of any of the media garbage brainwashing the American people. I do find that Fox has more liberal, democrat, progressives on their show than the other media venues and the they didn’t alter audio transcripts in a criminal murder trial (Trayvon Martin case).

        I have learned this through my travels in life both in and out of the service, Just because someone says something you don’t like, doesn’t mean it’s not true. Liberal or conservative, right or left.

        Yes, the propaganda about thepoor military and how it is struggling is despicable. The military receives the lion’s share of all expenditures and it is bankrupting the nation. Dirty illegal wars all over the world and work with terrorists like Al Qaeda, created by the CIA.

        Americans are not to bright but they can at least wake up from a long sleep and see that they live under a military dictatorship with Obama being the civilian face of this dictatorship.

        If people do not wake up they will find not just martial lowa, but nothing in terms of money left for anything civilian.

        There has not been one war fought to protect any of my freedoms since WWII. All the others have been excercises by the military industrial complex in imperialism. Cheating on qualification tests for operating a nuclear reactor has direct implications for safety and preventing accidents, much more so than the EWO testing by missileers. Nothing about the Malmstrom cheating scandal has anything to do about nuclear surety or safety.

      Thats why Obama increased the VA budget 47%, after it was level funded, and cut by Bush during two active wars. Reality, our military is too large. Back Social Security and Medicare numbers out of the general budget, given both are self sustaining at present, and the military is 52% of our entire budget.

Years to have a claim processed and get VA benefits. (Have friends who were told their claim was being held up because the VA was waiting for them to die so they would not have to pay out.) Months to get an appointment. Years for some needed surgeries.

I stayed at home taking care of his children. I have seen many of my family enlist. In June, our son will know know what we went through when his son leaves for basic.

Just because your husband disagrees with me doesn’t make him right, nor does it have the slightest thing to do with the ACA. I appreciate his service to our country, but being a conservative and believeing in their vision for America doesn’t make the theory that the President is trying to eviscerate the military a correct one. I am sorry for the problems you and your husband have had with the VA. I have it on good authority that the VA and those working to implement the ACA are aware of the problems, and know they need to fix the holes in the system which affext our veterans. Although it may be little consolation at this point, I am sure the problems will be worked out, and they will be addressed sooner rather than later.

            You must be very proud or your family tree. Our family is related to Martha Washington. The family tree goes to the British Royals. Yes, I am proud.
            It is a sad state when people as yourself basically tell Vets to get over it. However, they put their lives on the line to protect your right to do that. The first time someone thanked my husband for his service, some 10 years AFTER he retired, that person pulled me aside and asked why my husband got seemed taken aback by the statement. I told them that this was the first time in over the 40 years since he was first sworn in that ANYONE had said that. It means a great
            deal to a active duty or a Vet to hear this. The only time the government seems to say it is when they give a flag to a grieving family.

Even if President Obama “Planted” officers into the military the day he took office, by the time his second term ended, these men an women would only be junior Captains…hardly the rank required to fill Flag officer positions. THOSE officers were commissioned over 20 years before when George H. W. Bush was President.

    Do you support all deadbeats or just the ones that claim to have honor & integrity, while hiding behind the uniform & their very secure military base?

    That military uniform, is it really worn by the Proud & the Brave or just fools in costume?

    Don’t jump to assumptions that all of them are maintaining the oaths (they took @ enlistment) & the behavior expected of them. Sailor Joe, illegally claimed his son on his taxes & demanded a $5000 tax return that wasn’t due to him (he had no
    custody & couldn’t be bothered to seek visitation, but he was so angry about having to pay child support for a child he never wanted). Also, he knew what the IRS laws were for claiming dependents, because it was emailed to him. He
    denied paternity of a child he knew was his (he later admitted he knew he was
    his, he had to keep his promise of making life hard for the mom if she had the
    child), so that he could get out of paying child support for as long as he
    could. Even after the DNA test came back, he continued to refuse to support him until his Company Commander ordered him to. He also had to order him to give
    his son access to the free health insurance, the military provides for its employees dependents. Yes that’s right, Sailor Joe, a medic for 5 yrs w/the US Navy & he refused his son access to free health insurance for 11 months. The
    DNA results back in July, the case worker called him to get an address so she
    could send him the filing documents.
    Sailor Joe took that opportunity to educate her on the life of military people that live on base. He told her, “You do realize I live on a military base.
    You don’t understand, we have gates guards & fences. No process servers will ever be allowed on base to serve me.” To which she had to respond back to him, “Well Sailor Joe, we can either serve you or we can serve your commander. You choose.”

    Oh let’s see, what else did Sailor Joe do…….he refused to help financially w/any of his son’s b-day parties, nor could he be bothered to show up. He played soccer for 7 years, baseball for 3 yrs, basketball/volleyball for 2 yrs & multiple sessions of
    swim lessons (even though he was on the swim & dive team @ his highschool-it wasn’t an important enough activity for his child to learn). He submitted fake travel receipts to the child support office (which came out to over $300 a month because mom & dad lived in different states, the deduction of child support was automatic), but then this very honorable man couldn’t be bothered to pay/make the arrangements to come see his child.

    During his months of trying to buy/bribe his son to come live with him, he took him to a gaming expo. in Oregon. Just 11 yrs old & he let him stay up till 2am gaming, on a school session weekend. Because he was so tired, he purchased him Monster energy drinks @ 160mg caffeine. Oh wait, I forgot to tell you……this 11 yr old child has been diagnosed w/sleep apnea & ADHD & never allowed to have caffeinated drinks @ mom’s house. He’s 11 yrs old…..wtf does he need caffeine for? Sailor Joe knew this, knew of his extreme difficulties with sleeping, but kept him up until 2am anyway. He passed out multiple times the next week while in class. By this time, Sailor Joe had over 16 yr as a Medic w/the US Navy……he told the Family court Judge that he HAD NO IDEA what could’ve caused his son to be so tired & fall asleep in class. That level of medical schooling
    wasn’t something he had yet learned……after 16+ yrs w/the US Navy.

    Sailor Joe is an instructor for the incoming medics.

    Scary what he’s teaching the new recruits.

    The name of the actual person this post refers to, has had to be changed. Mom recently spent the weekend in jail, because while it’s perfectly okay for Sailor Joe to have this behavior, he gets very upset that she tells people about it & w/all of his
    military honor & mite, he goes crying to the Judge that she is disparaging
    his very good & honorable name.
    If you look up the definitions for Narcissistic & Sociopath Personality/Behavorial traits……you’ll be amazed @ how many apply to him.

    What about the scandal of the SeaBees in Sihanoukville, Cambodia. $4000. luxury bungalows, prostitutes, drunkenness, defrauding an innkeeper/hotel out of $40,000, adultery by a naval officer, dereliction of duty, actions unbecoming an officer, assault on a female Cambodian national and much, much more. This is being covered up by the US Navy. I know, I reported it with evidence and got “stonewalled.” Write your Congressman and ask him to investigate navy IG case # 201300516. This is a big coverup by navy officers. Its a total waste of tax payer money and totally illegal actions. These people are not above the law and need to be brought to justice. In one incident I personally witnessed, enlisted navy personnel (male/female) were so drunk at a swimming pool that they did everything but fornicate. A Cambodian family with children had to leave. Yes, America’s finest hour, NOT!

            There is no “Strategic Bomber Command”. I am sure they will get their “turn in the barrel” as the scrutiny continues. However, as our Bomber Force in ACC (Air Combat Command) does not currently have a “Nuclear Mission”, I doubt that anything they do will garner as much attention as the Missileers and Submariners have done.             Wrong. If you took that from Wikipedia, it is also wrong. We no longer have Airborne Alert, nor do we have nuclear ground alert. That eneded wiith the collapse of the Soviet Union. We no longer have a 24 hour, 365 day airborn Command and Control aircraft (The Looking Glass), nor do we have the Post Attack Command and Contol Squadrons (PACCS) which were stationed with alert bombers and tankers around the globe. Those squadrons have been deactivaed. Many of our bombers have been converted to the use of conventional weapons only. The time it would take to regenerate our air breathing leg of the triad would render them of little consequence.
            There is no “Strategic Bomber Commans” and never have we had any USAF organizational body called that. Ever.
            As far as being the “only” person to predict that the cheating scandal would spread; all I can say is the availability of reading material to which you can make a comment must be extremely limited. I have seen it in a number of places,

    Sounds to me like a concerted effort to discredit our military is under way. A steady effort has been under way to purge certain types from the officer corps with over 200 senior officers booted. Now let’s move on to the highly educated in our enlisted ranks. Cheating on qualifications is definitedly not acceptable. But, as long as human beings are required to maintain certifications, there will be cheating. Specialty pay attracts those able to perform the job. Program requirements demand particular manning levels. Many struggle to maintain certifications. Those identified as “cheaters” may as well put their applications in at their local McDonalds, their careers are over.

    There was no drug use at the Air Force nuclear silos.

    The officer is being investigated for drug use during his non-nuclear duty time. It still doesn’t make it right, but the sentence makes it seem like missileers were getting high while pulling nuclear alert duty.

        Drug use yes, I believe by two Crewmembers at Malmstrom. Use of those drugs while on alert, I highly doubt it. There would be too much evidence of use in the capsule to be discovered by the oncoming crew at changeover. Recreational use is still a crime under the UCMJ,

      The 94 Missileers accused of cheating were all Lieutenants and Captains. The Naval reactor trainees were all Non Commissioned officer…senior enlisted, if you will. Hardly what anyone would consider “high ranking”. The only high ranking officer to be canned lately was General Carey, after displaying inappropriate and questionable conduct, by drinking to excess, embarrassing his Russian hosts, and cavorting with “questionable women” (read; possible spies). It has nothing to do with a totalitarian push on our government, nor anything that Hitler handed down. It has everything to do with who is given they keys to our nuclear security.
      It does however have to do with integrity and credibility. Something that is being determined right now for theose NCOs and junior officers; and something that General Carey lost along the way to acquiring his Flag rank.
      The attacks upon the Catholic Church have been of their own doing, not some nefarious group bent on the Church’s destruction. The last 3 Popes have said as much.
